At least 10 horses had escaped onto a busy road before a resident managed to contain them in a field.
The animals had got out of their penn on Saturday morning at 7.17am in the Ashford Road area of High Halden.
It is believed they belonged to the Retreat Animal Rescue in nearby Cripple Hill.
The police were called to the incident and confirmed that a lock may have been broken on the gate.
The incident was not reported to the police as a break-in.
A police spokesman said: "It is reported that a lock may have been broken on a gate, which led to the horses escaping from a nearby animal rescue centre .
"A short time later a member of public was able to round up the horses and contain them in a field.
"Police left the scene shortly before 8am."
