The victim, named locally as Jaydon McFarlane, died at the scene.
Two 17-year-old boys and a 24-year-old man, all from Ashford, were arrested yesterday on suspicion of murder and were taken into custody while enquiries continue.
Officers are continuing to appeal for people to come forward, who were in the area of Brookfield Road, near Clockhouse, shortly before or after 12.27pm yesterday.
Motorists or cyclists are also asked to submit their dashcam footage.
Friends of Jaydon have taken to social media to pay tribute to the "funny, loving" teenager.
In a touching tribute, Maddy Magee said: "What a cruel world we live in.
"I am absolutely heartbroken, waking up to see such a funny, loving young boy you grew up with is just gone like that.
"Thoughts go out to your family. We are all lucky to have known you.
"You will never be forgotten and we will never stop speaking your name. Fly high Jay."
Police remain in the area today and a cordon is still in place at the scene, where floral tributes have been laid.
