A police officer was bitten on the leg and hit over the head with a chair as he tried to arrest a teenage boy on suspicion of stealing from Tesco Express.
The officer is still in hospital being treated for concussion following the attack in Ashford High Street this morning.
Another officer suffered a cut thumb during the disturbance, which started about 9.45am.
A boy and a girl, both 17, were arrested and taken into police custody this morning and a 20-year-old man was arrested later.
Police spokesman Jon Green said a group of young people attacked the officers as they tried to arrest the suspect and they were still trying to trace others who were involved.
At least three police cars and two vans rushed to the High Street this morning following the disturbance.
Glass in the door of The Gorge cafe was broken, although it is thought the person responsible was not one of the cafe's customers.
One witness reported hearing lots of screaming and shouting while another saw a man and a woman being put into separate police vans.
