Drivers faced hours of severe delays heading towards the Dartford Crossing due to a broken down lorry.
The right-hand tunnel had to be closed from about 6.30am for recovery work to be carried out.
The road was fully open by 8.30am, but the incident caused major disruption throughout the morning.
At one point, there were six-mile tailbacks for drivers, causing hour-long delays.
Congestion was stretching halfway back to J4 Orpington and on the A2 there were queues out of London from Bexley.
Long delays were also reported London-bound back to the M2 with heavy traffic either side back through Dartford and Greenhithe.
Traffic conditions had returned to normal by 12.30pm.
