Long queues formed on the approach to the Dartford Crossing after a police-led incident.
Congestion stretched from the tunnel back past Junction 2 of the M25 for the Darenth interchange.
National Highways reporting it was due to a police incident at the entry slip road at Junction 1A.
Two lanes were shut while the incident was dealt with but they have since reopened.
It comes after long delays and queueing traffic on the same stretch earlier due to two separate incidents involving broken down vehicles.
Police were approached for further information.
