The A2 Jubilee Way has now reopened in both directions, with traffic back moving after a lorry jackknifed.
The accident was on the A20 at the junction of East Cliff for the Eastern Docks Roundabout.
Traffic could not get in or out of Dover on the roundabout earlier, but all lanes have now reopened.
Highways police earlier said the lorry had become stuck in the gravel trap at the scene, causing the delays.
