Bolt croppers and gloves were among items seized after officers searched a lorry in Dover.
Officers on patrol noticed a lorry parked in a layby in Maxton Road which appeared to be suspicious during a shift last Friday (February 25) at 2.10am.
The patrol approached the vehicle and detained the two men inside whilst they conducted a search.
They found bolt croppers, gloves and a craft knife.
Further enquiries revealed that the lorry was reportedly displaying a false number plate.
The men, one in his 30s and the other in his 40s, both from the Essex area, were arrested on suspicion of going equipped for theft.
They have both been released on bail whilst enquiries continue.
