Dog owner Mysamwy Davies fined £330 after walkies on prohibited Dover beach

A woman who walked her dog on a prohibited stretch of beach was handed a bill for £330.
Mysamwy Davies, 42, of Salisbury Road, Dover, was found guilty in her absence for failing to comply with a Public Spaces Protection Order (PSPO) on Dover Beach.
Dover District Council (DDC) prosecuted her after she failed to pay a fine and the case was heard at Canterbury Magistrates Court on Tuesday, May 30.
The court heard that on August 23 last year, a DDC Environmental Enforcement Officer (EEO) saw a woman in charge of a Staffordshire Bull Terrier on Dover Beach, near Marine Parade, contrary to the PSPO.
The EEO approached the woman and explained that walking a dog in this area at this time of day was an offence.
The woman identified herself as Mysamwy Davies.
The EEO issued her with a Fixed Penalty Notice (FPN). When the FPN was not paid, DDC took the matter to court.
Davies was fined £150, with £150 costs, and a £30 Victim Surcharge.
A Public Spaces Protection Order in relation to dog control came into effect in Dover District in July 2015, and replaced a number of by-laws to create a more comprehensive approach when dealing with issues of dog control.
Under the Order, dogs are excluded from this part of Dover Beach from May 1 to September 30 between the hours of 9am and 8pm.
Other areas subject to the ban include the beach between Sandown and Deal Castles.
