A road was shut as crews worked to secure a loose roof panel.
Firefighters attended St James Park Retail Park, Dover, at 4.01pm as reports came in of a metal panel hanging off a unit.
As the panel dangled from above the M&S Foodhall, cars were stopped from using the neighbouring Townwall Street.
Crews were seen using ladders to access the roof of the building.
A Kent Fire and Rescue spokeswoman said: "Two fire engines and a height vehicle attended, and crews removed the panel and made the scene safe."
The incident comes after a period of high winds, which have battered Kent - particularly the coast - since yesterday morning.
