Police seized machetes and swords as four men were detained after officers swooped on a property.
Officers attended a house in London Road, Dover, believing the occupant was being "cuckooed".
Cuckooing is where drug dealers befriend vulnerable people and turn their homes into a place to stash and sell drugs.
Four men ran from the officers - but were detained in the car park of the nearby Morrisons supermarket, St Mary’s Cemetery and Beaconsfield Road.
Police searched the house where they seized machetes and swords.
A spokesperson said: "At about 12pm on Friday police officers attended a property on London Road, Dover, due to concern for the welfare of a man in his 40s.
"He was arrested on suspicion of drug offences along with three other men in their late teens who fled the scene but were found nearby a short time later. A fifth man was not located.
"The arrested men were later released without charge due to insufficient evidence, pending any further information coming to light."
