Littlestone lifeboat was called to help a rowing boat drifting in the sea off Folkestone at 2am.
Two women, thought to be in their early 20s, were in the boat.
Rescuers were called by police, who had been alerted by a security guard at Folkestone harbour that a small boat had been taken.
Both women ran off when they got back to the shore.
The boat is believed to be of the type used by fishermen to get to their bigger boats that are moored at sea.
