A teenager who climbed on to a roof in Black Bull Road, Folkestone, has been arrested.
The boy could be seen resting against the chimney above Absolute Security Locksmiths.
It is understood he climbed up after a car had been stopped by police.
Black Bull Road was closed for around two hours.
A police spokesman said: "At around 10.25am, police officers stopped a suspicious vehicle in the Black Bull Road area.
"A 17-year-old girl was arrested on suspicion of theft.
"Black Bull Road was closed while officers conducted a search of the surrounding area and at 1.30pm a 17-year-old local male was also arrested on suspicion of theft.
"The road was then reopened. Both suspects remain in police custody."
Eye witness Don Linkin, who lives opposite said: "The first I knew of it was when I came home and the road was closed.
"I can see it all from my window - he is looking straight in at me as my flat is level with him.
"There are police officers here talking to him plus a fire engine and ambulance. It is quite a drama."
An employee of Absolute Security Locksmiths said they saw police cars outside at about 11am.
"The next thing a police van arrived, then more police officers and a fire engine and ambulance," she said. "There has also been a helicopter overhead.
"He is on the roof of the maisonette above our shop."
