At least six officers were sent to Regents Court, in West Street, Gravesend, last night.
They attended along with the ambulance service, at around 6pm, to deal with the situation.
One witness who lives on the street said: "I saw six police officers subduing a young man in the car park.
"Another man came over to try and assist police but he was told to go away.
