Police were called to reports of travellers near a popular cafe.
Officers headed to Valley Drive, Gravesend, near Nell's Cafe at around 4.40pm yesterday.
A group of people had parked up three to four caravans in the lorry park opposite.
Eyewitness Lauren Harvey, who was driving by, said: "We drove past the entrance there was another waiting to go in but there was a police van and car already there stopping them.
"There was probably around four officers near the entrance to the lorry park, I can only assume waiting for back up."
Ms Harvey said it looked like concrete blocks had been moved for the vehicles to drive round them onto the grass verge.
"The whole commotion was stopping traffic and causing a backlog on the A2," she added.
Spokesman for the police Sally Smith said: "Police were called to Valley Drive on Tuesday following a report of vehicles on private land.
"A Section 61 notice was issued to the people on the land."
