"There was a siege going on," the 73-year-old said.
"There were armed police in full gear and they blocked the road in Mickleburgh Hill and Herne Avenue. There were a lot of police dogs as well.
"The police went down an alley behind some of the blocks of flats houses. I could hear a lot of shouting, police shouting.
"It was quite alarming to see them in their riot gear with masks on and guns. My son's been living here for three years and nothing like this has ever happened."

"We only came here when they were leaving," he added.
"There must been five or six police cars and there were some ambulances parked down the road.
"It's always been a nice quiet area and there's never really been trouble."
A man from Herne Bay was arrested just after midday in Clifton Road, Whitstable.
Despite carrying out a search of the area, police did not recover a weapon.
