More than 15 caravans have pitched up on the South Road recreation ground in Hythe, close to the Twiss Road allotments.
Hythe Town Council says police are aware and asks people living locally to report any antisocial behaviour by calling 101.
In a post to its Facebook page, the council said a legal process to remove the encampment, which was formed just south of the Royal Military Canal when the travellers arrived yesterday, will commence today.
Both Folkestone and Hythe District Council and Kent Police have been approached for comment.
