Kent's animal welfare campaigners are calling for tougher penalties to be imposed on pet thieves.
The issue will soon be considered for debate in parliament, thanks to a petition signed by more than 100,000 people.
Campaigners say it is a growing problem, made worse by the fact the crime is classed no differently to having a bicycle stolen.
