Shoppers are facing delays trying to leave a car park due to high volumes of traffic.
Fremlin Walk customers have been queuing inside the building for more than 30 minutes due to trouble on the roads nearby in Maidstone.
Long queues are building on the A229 Fairmeadow towards the town centre.
It is believed to be caused by the closure of Upper Stone Street, which will remain shut until 7pm tomorrow.
The road is closed between Brunswick Street and George Street to allow for water main connection works by South East Water.
Drivers have been forced to seek alternative routes.
It is estimated journeys in the area will take around 15 minutes longer.
One shopper said the town was quieter as a result.
Laura Matisone, who works at a car wash on the closed road, said the business will have lost around £1,000 over the weekend.
