A road has been closed off by armed police.
The officers were seen in Richmond Road in Gillingham at 5.30am.
Cleaner Sue Waters was on her way to work at about 5.45am when she was confronted by police who had cordoned off Richmond Road.
The 61-year-old grandmother was diverted to another route as she made her way to Kingsley House office in Balmoral Road.
Mrs Waters said:"I thought it must be another stabbing. There's been raids up that road before, but nothing on that scale. I saw about five to six police cars. It all seemed quite calm, but it's very worrying. They seemed to be guarding a house up there.
"My granddaughter walks up that way to school. It's scary stuff."
They were at a house near Burnt Oak school.
Police have been confirmed a man has been arrested.
