Witness Emily Crutcher reported seeing several police cars and ambulances on Station Road near to a row of shops.
Several people at the scene have been described as 'visibly and loudly distressed'.
Another person who lives nearby but wanted to remain anonymous told KentOnline: "I saw was the air ambulance fly over, it circled a few times before landing in the park.
"I was curious of what was going on and did take a walk down - police had taped off the rail crossing then more police taped off all round by the flats.
"All I saw was about seven police cars, three ambulances and the air ambulance.
"I could hear a lot of people shouting and a woman in distress screaming what sounded like "my baby" but couldn't really make out who was who as crowds gathered and police were telling them to leave the scene.
"I know an ambulance left in a rush via road but didn't see who went in the ambulance."
The air ambulance has now left the site.
A spokesman said: "Our crew arrived on scene at 13:58, where they treated the patient. They then accompanied them to hospital by road."
Kent police said officers attended alongside South East Coast Ambulance Service and Air Ambulance Kent Surrey Sussex and the injured child has been taken to a London hospital.
Enquiries to establish the full circumstances are ongoing.
