Emergency services were called to a street over concerns for a man's welfare.
Officers attended and were spotted outside The Boat House restaurant in Canal Road, Strood, where the man was passed into the care of paramedics.
Kent Police was called at around 2.45pm.
Jane Smith, who works at Passmores Portable Buildings Limited on the corner of the road, said although she did not know what was happening there had been a "swarm" of emergency service crews driving past throughout the day.
She said: "It has been going on for hours. There has been a lot activity going on there and it seems to be picking up."
South East Coast Ambulance Service has been contacted for more information.
