A moper rider's arrest on suspicion of drug driving lead him to be arrested for further offences.
Jack Belson was stopped by police in St John's Road, Gillingham just before 9am yesterday.
The 21-year-old of Devon Close, Chatham, was charged with failing to provide a specimen, and driving without insurance or a licence.
The arrests lead to an investigation into unrelated offences, and he has been charged with three thefts, including one of a handbag stolen from a gym in Chatham.
He was remanded to appear before Medway Magistrate's Court today.
