An eyewitness said he was on his way to work when he was approached by a young man in the street who asked if he could call an ambulance.

He said the victim was “covered in blood”, his face was “beaten and swollen” and his clothing was ripped.

He added: “The poor lad was terrified.”

Officers attended and the victim, in his 20s, was taken to hospital for treatment for his injuries, which are reported to be non-life-threatening.

A 34-year-old man, from Gillingham, has since been arrested on suspicion of assault and remains in custody pending further inquiries.

The victim and suspect are believed to be known to one another.

Wayne Patenan-Phillips, of Goudhurst Road, Gillingham, has since been charged with actual bodily harm, resisting a constable in the execution of his duty, possession of cannabis and threats to kill.

The 34-year-old appeared before Medway Magistrates’ Court on August 17 where he was bailed with conditions and is due at Maidstone Crown Court on September 14.
