E-petition calls for improvements to the Brook car park next to the Pentagon Shopping Centre in Chatham

A petition calling for the council to improve a car park has been set up, despite part of it it being refurbished in December.
River Ward, Labour candidate Lia Mandaracas titled her petition 'Medway council fix the appalling state of the Brook car park.'
In its description she quoted a Kent Online article, from November 2017, where car park visitors shared their experiences.
Lisa Chapman Wanstall told Kent Online: “I’m absolutely disgusted I have to pay to park in the car park and witness people taking drugs every day.
“Some days I have to step over them, and the blood and paraphernalia is lying everywhere.”
In the article the council confirmed they were aware of the issue and were liaising with the police to sort it.
Ms Mandaracas says it has been a year since the article and no improvements have been made.
However, part of the car park was redecorated last month, the red stairwell was repainted and it is locked overnight to reduce anti social behaviour.
The petition is addressed to Cllr Adrian Gulvin who is Medway Council's portfolio holder for resources and is responsible for car park maintenance.
He said: "Less than a day after the stairs were painted someone had defecated on them.
"We spent £30,000 on the refurbishment, the Pentagon supplied the materials and Medway Council did the contracting.
"The car park is not as bad as people are making it out to be but there is a lot of anti social behaviour.
"It's a shame that the minority don't know how to behave and are ruining it for the majority of us.
"I've never actually seen any drug paraphernalia when I've been in the car park, it might have been cleared away by the time I get there.
"But perhaps people who arrive earlier than me see it.
"The stairwell and lift that the Pentagon look after is in tip top condition.
"I would like to refurbish more of it but there is not enough money."
However Ms Mandaracas, of Rolvenden Avenue, Twydall, thinks more needs to be done.
She said: "Chatham is the centre of Medway and people don't want to go there any more because of the parking.
"If we improve the surrounding area, people will come to Chatham more and it might stop the decline of the high street.
"People say they would rather go to Maidstone."
Ms Mandaracas says she will present the petition at full council next month.
