Emergency services were called to the Pentagon shopping centre in Chatham after concerns were raised about a man's welfare.
Two ambulances and two police cars were seen parked next to the ramp of the old bus station on The Brook.
Police confirmed they were called at around 12.20pm to help paramedics.
The man was not on the roof of the car park but no more details were released.
A witness said they were treating a man in the alcove on the bottom floor of the car park.
Paramedics attended the scene but the man refused to be taken to hospital and crews left at 1.15pm.
