The vehicle was located in Parkfields, off Watling Street, Strood.
One fire engine attended and crews found no signs of fire but helped to clear a small amount oil from the road, which had leaked from the vehicle. They left at 11.13am.
Stacey Gallagher was driving home when she saw it.
She said: "We thought the van was going to blow up. Everybody thought so because nobody would go anywhere near it. Cars started turning around, reversing and going onto the grass.
"It was scary. I didn’t know what to do as I couldn’t reverse into the junction I was hanging out of, I couldn’t turn left because the van was there and I couldn’t turn right because it would lead me straight onto the A2."
