A disabled person and their carer have reportedly been struck by a vehicle in Greatstone.
Police and paramedics were called to Dunes Road just before 3.30pm.
An air ambulance also landed nearby and took one of the victims to hospital in London.
Daniel Knapp, who lives in Dunes Road, said: "The man who was first on the scene had been walking with his wife and the dog, and saw a carer with a disabled person walking down the road.
"It's a private road and doesn't have a pavement, unfortunately, so you have to walk in the road.
"He saw a vehicle approach them, and strike them both.
"The first thing I knew about it was the air ambulance landing outside our house, in the field opposite.
"Then we realised there was an ambulance outside. By the time we got down there, there were a lot of police on the scene.
"The carer – in his mid to late-fifties – was taken by Kent and Sussex Air Ambulance.
"The disabled person was taken in an ambulance, but he seemed in a better condition than the carer was."
A spokesperson for Kent Police said: "Kent Police was called to a serious collision involving a vehicle and two pedestrians in Dunes Road, Greatstone at 3.24pm on Saturday 16 June 2018.
"Officers attended the scene along with the South East Coast Ambulance Service following a report of injuries.
"One man was taken to a London hospital for treatment.
"The road remains closed near to the junction of Hardy Road."
