One eyewitness said the liquid seems to have come from a telescopic handler, which is used in agriculture and industry.
A police spokesman confirmed they are helping in the effort to get the road cleared.
He said: "We were called to a report a large amount of oil had spilled in Bobbing after a vehicle sustained an engine issue.
"Officers are in attendance and are providing assistance to the highways authority, who are clearing the spill."
Kent Highways has been contacted for comment.
