An 18-year-old man from Tenterden was arrested on suspicion of causing death by dangerous driving and has since been released pending further enquiries.
The road was closed for several hours in the aftermath while police investigated the circumstances of the incident.
The A28 was sealed off from Turners Avenue up to the High Street by Prezzo.
Pedestrians who had access to the High Street said they saw a car being looked over by an officer.
There were around 10 officers at the scene and four police cars at 11pm - more than four hours after the incident.
Officers are now appealing for anyone who saw the collision, or the car beforehand, to come forward.
