Charity bags are being targeted and ripped open before being left dumped in alleyways around Thanet as council teams look to clamp down on fly-tipping.
Residents have now been asked to be wary of leaving collection bags outside their properties to prevent clothes and other items being strewn about the streets.
It comes as council enforcement teams appealed for help to track down a wanted fly-tipper in Ramsgate.
The man, aged in about his 30s with a beard and short black hair, was seen on camera walking through a building and Thanet council is now looking to question the man in relation to alleged offences outside Trove Court, in the Newcastle Hill area of the town.
The council's enforcement team posted on Twitter saying: "We'd like them to assist with enquiries related to fly-tipping incidents that occurred outside Trove Court, Ramsgate earlier this month."
In an appeal on Twitter, the council also appealed for information relating to an incident in Minster on January 15 when a large pile of waste was dumped in fields off Hengist Way.
A criminal investigation has been launched and evidence is being gathered, the council said.
The enforcement team added: "Please beware of leaving charity collection bags outside your property. They are often rifled through and frequently fly-tipped in Thanet's alleyways.
"Take your donations into a charity shop and hand them over rather than leaving them outside. You can add 25% Gift Aid too."
Anyone with information about fly-tipping is asked to call 01843 577000 - which can be done in confidence - or email sse@thanet.gov.uk
