Four Winds care home in Ramsgate to shut after failing latest inspection

A Ramsgate care home placed in special measures by a health watchdog has announced it will close this month.

Four Winds care home in Victoria Parade was rated inadequate in a Care Quality Commission (CQC) report published on October 21.

The site was placed into special measures in September 2016 and ordered to improve but after an unannounced inspection in March it failed four out of five key areas: whether the service is safe; effective; responsive and well-led. It was graded "requires improvement" for the caring element of its work.

The report found many living there were “bored and lonely” during the day and told inspectors they had to wait for the support they needed.

The CQC stated a registered manager, who has responsibility for meeting the requirements of the law, had not been working at Four Winds since May 2015.

An application for registration had been made in early 2017, but was not completed correctly.

The report found the provider had not hired more staff despite being told to do so in its last two inspections and said relatives’ concerns had not been resolved to their satisfaction.

Complaints were not recorded and they were not used to make improvements.

There were worries about how people with dementia were communicated with, but it was noted care was planned to keep people healthy and doctors called without delay over health concerns.

Sunday Isiakpere, director of Discovery Care which owns Four Winds, said: “I have explored all options and have concluded closure is the only feasible option.

“This is not a decision I have taken lightly. The home requires significant and long term investment to bring it up to the standard we expect as a company which is not financially viable.

“I appreciate this is a difficult time and our staff are working closely with residents, families and the local authority to ensure the transition to their new homes is as smooth as possible.”

Four Winds cares for the elderly and dementia sufferers and had 19 residents at the last inspection. Discovery Care also owns Mont Calm in Margate and Roxburgh House in Westgate.
