Travellers have pitched up in a seafront car park managed by the district council.
At least seven caravans have been spotted in the Marina Esplanade Car Park, Ramsgate, which arrived there last week and have remained there since.
The site is located near the East Cliff promenade and beach, which is a popular spot for residents and visitors to walk along.
Thanet District Council ceased evictions of unauthorised encampments during the coronavirus pandemic due to welfare and safety concerns - which adheres to government guidelines.
A spokesperson for the authority said: "The council is aware of the encampment at East Cliff in Ramsgate and the community safety team visited the site yesterday to carry out welfare checks."
