The Angel Centre in Tonbridge, which will host the count for next month's General Election, could soon be redeveloped.
Planners are putting together draft proposals to spruce up the sports centre in Angel Lane, which was more than 10% down on its income target between April and June this year.
The borough council's Communities and Housing Advisory Board was told Tonbridge and Malling Leisure Trust, which manages local leisure facilities, would continue to work with architects and its development partner to finalise options.
A final draft design, budget cost and business plan has been prepared and presented to the board and bosses hope to seek planning approval and the landlord's consent to deliver project by the end of March.
The facility hosts a variety of sporting and leisure events and is also regularly used for election counts.
