A 15-year-old boy has been arrested after heroin and cocaine worth £10,000 were found stashed under a shrub.
A 28-year-old man was also taken into custody after the discovery in Tankerton.
Police were on patrol in the area on Wednesday when they discovered the drugs and some cash under the plant.
Shortly after, two people were seen acting suspiciously nearby. Both were stopped and arrested on suspicion of supplying a controlled drug.
A 28-year-old man from Southend-on Sea and a 15-year-old boy from Tower Hamlets have been released on police bail until May 12.
Detective Constable Peter Frampton said: "If people are concerned there might be illegal drug or criminal activity near to where they are living, we would encourage them to report anything suspicious as that information may prove invaluable for officers who work to disrupt the drugs supply in to an area.
"Reports can be made by calling 101, or 999 if a crime is in progress."
