Police have been investigated seven reports of shed burglaries in Whitstable and Yorkletts between Thursday, July 31 and Wednesday, August 13.
The duo were both arrested on suspicion of going equipped for theft while the 21-year-old was also held for possessing an offensive weapon and cannabis.
Investigating officer, Detective Sergeant Neil Watford, said: "Officers recognise the impact shed burglaries have on residents and communities, and tackling this issue is important.
"We are continuing to take action on offenders and we will follow all lines of enquiry.
"Members of the public can take simple steps not only to reduce the risk of having property stolen but also to have items returned if taken."
