Photographs shared online show officers and paramedics gathered in the car park close to the entrance of the building, called Windsor House.
A police spokesman said: "We are currently attending an address in Belmont Road, Whitstable, following a report at 11.25am that a woman was seriously injured.
"Kent Fire and Rescue Service and Secamb are also in attendance."
One eyewitness told KentOnline: "Police officers are inside Windsor House.
"The garden to the rear has been taped off."
Canterbury MP Rosie Duffield said it was "dreadful news" as she revealed that her team has been in contact with residents from the high-rise block.
